Did Scope Boxes even show up in 3D view before?  I can't remember. 

So, the working theory here is that the OP is viewing a Revit File that was created in a prior version - one that did not have 3D Scope Boxes?  So, I guess those aren't 3D Scope Boxes in the OPs screenshot.
