Mysterious Gouges on Part After Surface Milling

After running the .093" bullnose tool as a Z-Level finishing op, I got these gouges on the part and I can't figure out why they happened. This didn't show up on the 3D Simulation/Part Compare. The only things I've done differently when programming this part are reducing my Retracts to 0.1 and checking the "Approximate linear moves with arcs and lines" Output Option. And the gouges only happened after running the .093 tool, not the .125 or .031 tools (that I am also finishing with).

If I can't figure out why this happened, I was gonna try reprogramming the part from scratch with strategies other than Z-Level Finish. What would be the ideal strategies to use? I have to stick some of my finishing tools pretty far to reach those smaller radii, so cycle times don't matter. I just don't want any tools to break.
