First off,  I think you are better off using a groove feature. Side features what to rough and finish, and since your groove is .125 and you are using a .125 tool there really isn't any rough on the side. A groove feature is designed for the tool size to be the same as the groove as you are trying to do. 


Secondly to accomplish the rough/ finish z increments you want. I would make a groove feature using a .125 flat end mill with a depth of .1365. This is your rough feature. you can select the z increment you want. 

Then copy that feature. Change the tool to your radius tool and make the depth .199.  Make your z increment .168. Go you the misc tab and uncheck equal depth of cut. This way the tool will go z-.168 and then z-.199 on the second cut.

 

I know it sounds complicated but I don't think it really takes that long.
