How to properly run a radius cutter properly.

I have a 6mm endmill with a 2.5mm radius to put a nice contour edge around my parts. Thinking I would be able to use the "chamfer" operation, Fusion wont allow it saying  I have the wrong tool.

 

I have tried using the 2D contour operation on a part I have blended a radius into already on my model. But it does not work as it should, I have to play around with heights to get it correct. Being a 2.5mm radius I thought a 2.5mm under the top of my model should work but it doesn't. So this model I left the edges unblended.

 

This example, I have a 6mm cutter, 2.5mm radius. Set to run around the contour. The Z height is correct on the simulation, Z=-2.5mm , but on the X and Y on the zero WCS the cutter runs around at -3mm, not -0.5mm so will miss the part completely around the outside. Can someone point to the correct operation? I was thinking I can just put a negative number in the axial "stock to leave" but is that correct? Sample attached. Thanks in advance.
