there are really two issues i think. I ran a number of tool paths with out issue. A face, a contour and an adaptive clear. no problem.
then i ran a parallel for my fine finishing. the tool path seem to be inverted in the z axis. it is a guitar neck that i am working on. instead of a U shape I was getting an upside down U shape.
So i went back into fusion trying to sort this issue and what i see in the simulation is the proper u shape but at the end of each pass the tool plunges off the face i am trying to clean up. it does this on both ends of the tool path. I have tried many different setting with zero success.

There's something going wrong with your modeling that's causing the CAM to not recognize that the headstock is part of the neck. As a quick workaround, use "Avoid Surfaces" and select that top section, shown in the attached photo

So I took a look through your initial toolpath again, and I missed something completely obvious. You don't need to have a "Model" selection at the toolpath level, ESPECIALLY without checking the "Include Setup Model". With that unchecked, it will only calculate the toolpath against what you've selected for "Model" in the toolpath, ignoring what is defined in the Setup. This is why you were having the roll-over that you were seeing

seth thankyou for your help. i think i have got this. it is interesting that adaptive does not allow for avoid surfaces. I dont understand why. Regardless have made my day thank you
