It wouldn't stop on collision from the picture I saw (sorry if I missed something). The move is a feed move (link move) and not a rapid move, therefore there is no collision per say with the part. When you changed it to fixture, it shows collision because even with feed, you are not "allowed" to machine a fixture off.
Also, it violates the 2nd model because this is 2d machining, and not model aware. It machines what you select with complete disregard to what's around what you selected. It is intended behavior (as far as a know). If you want it to automatically avoid obstacles you need to use 3d operations.
