Using an Asymmetrical Tool for CAM?

I was wondering if it is possible in fusion to use a cutting tool that is not symmetric with respect to the center axis of the spindle in CAM. I have a tool that stays stationary in the spindle with an effective cutting area of the grayed in region (see the image). I've tried using custom tool creation, but the tool paths do not account for the tool not being rotated and I'm left with remaining stock in the direction of the parallel pass (I can only use 2.5D parallel passes using this type of tool obviously). The tool I am using. Effective cutting area is grayed in.The tool I am using. Effective cutting area is grayed in.

Is it possible for you could share a project showing your issue?

Sure thing. Let me also add more explanation.

In Setup 4, I have a pretty standard 2.5 parallel pass (except the rapid plunge. I can get away with that using this tool.) However, the problem arises between where fusion things the outer edge of the cutter should be and where is it in reality when moving from left to right in the figure. The simulation and the real tool are the same if looking in the direction of the red arrow.

I do understand that the shaft would collide with the stock at point (a), but I'm just using this part for a demonstration.

Is this supposed to be a drag knife?

Kind of. It's a steel loop for cutting through clay.
