Got to admit I hoped I'd find something wrong in the code but it all looks OK, all full depth cuts at -0.1.

 

As the code's correct you need to look at the setup and machine. What material are you cutting and how flat is it. Could it flex, how sharp is the larger cutter, looks like you're machining some sort of plastic, is it abrasive seen some glass fiber materials take the edge off tool real quick without coolant.

 

Can you accurately measure the depths, is the pocket roughing shallow or is the finishing too deep?
