How do I make a toolpath straight from a sketch?

Ok so I have been wanting to make balsa wood models of airplanes for a while now so I bought a cnc machine to do so. I am a total noob. I was looking around the internet for some plans to get started and this one youtube video took me to this guy that had designed and milled parts for a model airplane (inner ribs, tail etc). He sent me the files in a sketch form. The sketches appear to have tabs so the milled parts do not move but they are really inconsistent and after further study I found that it probably is just wonky file transfers from gmail. Anywho the gaps in the sketches are small enough to just be cut or modified but I still have no clue how to make a toolpath from just a sketch. Do I have to model the material, too?
