1) The default value is simply a calculate based on cutter size. If you make a new toolpath and hold the Shift key while hovering the mouse over the Optimal Load field you will see the expression used to calculate the stepover (for that one the default is tool_diameter*0.4). This works all over the place and there are some very clever things you can do with expressions in the CAM.
2) Without seeing your current toolpath (and settings) it's a little difficult to make recommendations, but with the current information no, I don't believe 2D Adaptive will make the toolpath you're thinking about. You can make it cut from the outside but it will still be a constant depth cut, either in one step or multiple steps, with no ramping. The exception is the helix in if the tool starts in the center of the stock which is defined in the Linking Tab as far as angle of entry, minimum and maximum diameter, and entry angle (think a helical cone).
