3D Adaptive: Tool mills lopsided + no tooltips?

Ok so here's the model [Yes I know this would be better in a lathe] and stock for the first setup:

Here's what the stock looks like when setup 1 is complete:

Here's the stock settings for setup 2:

Now in setup 2 I have a 3D Adaptive toolpath. No matter what stock definition settings I choose the tool will not do what I need it to do.

 

If I choose to define the stock as "Stock contours" and check off "Use setup stock silhouette it does mill what I need it to but it's 95% air cutting:

If I choose to define the stock as "Rest" without "reduce air cutting" checked the tool air cuts a lot and mills the part lopsided like it's trying to stay away from one side. This results in extra stock on one side:

If I enable "reduce air cutting" there is no more air cutting, but it actually leaves more extra stock on one side:

Tooltips never pop up for these rest machining settings so hard to tell exactly how the new settings work. I just get the mini ones that are redundant text:

Any ideas what's going on?
