When using profile roughing Cycle with direction Vertical, outside in, allow radial & axil grooving an error occurs that allows the tool to enter stock in rapid mode.

That is because your Front Mode was set to Model front so It was ignoring the positive stock in front of the model.
Set it to Stock Front
and change the outer radius to a selection of the outer part of the cone
That should get you what you want

The stock makes no difference, if you look at the position when simulating it goes into the model by -0.35mm. I also checked this by removing stock on the front and it still went into model in rapid mode. the only way around this was adding 0.5mm to model front.

I cannot see it doing that
I do notice you are using "Tip" for the compensation point rather than "Tip tangent"
How are you measuring the tool in the machine?
I suspect that will likely be the issue

That was it, the tool tip was not set to tangent, I missed that detail. good pickup.
