I think this part would more easily be done with 3+1 machining where you index the 4th axis and machine the groove at position 2 using a standard 2d or 3d toolpath. In the end I think this will give you better surfaces and be more straight forward to program. The rotary toolpath does have an offset tool parameter on the passes tab but it only sets the x position and doesn't allow it to move dynamically. If you really want to use just one tool path to machine this part you might be able to force the flow tool path or other multi-axis tool path to work in 4 axis.
