In this sketch of the part I show the residual stock in red dashed line and the desired toolpath in green to produce a flat with rounded corners. As you can see the milling strategy I have played with is not removing the outside portion of the stock so I am asking for help to choose a 2D strategy for this that will produce the desired toolpath.

It is being able to select the correct toolpath use whats here See this video for selecting toolpaths https://www.youtube.com/watch?v=ATs4rsI_TPc plus holding down the alt key so you get a single selection.
For you Having just the top bit selected plus stock contours ticked gives you quite a good toolpath.
