In short, you are using finishing strategy to do roughing, it is assumed that Parallel follows after one of the roughing strategies and operation doesn't expect full stock to be there, only stock left by roughing strategy.
You have few other ways to do roughing but if you want to do it using finishing strategies, one way is to duplicate tool path and leave stock, you may have to do several tool paths with gradual decrease in stock left, but that is awkward way to do things in face of other options.
Choice of tool type on angled surface is another issue, flat end mill leaves stairs so bull nose would be better choice.
Things are possible in practise that may not be part of software logic, but if you are using software then you have to follow built in logic and do things in a way they are meant to work in software.
