I opened your file and without changing a single setting generated both tool paths, it never freezes on my end.
To answer highlighted comment in your post, when you untick rest machining in second operation, that operation is no longer looking at first operation and therefore it considers entire model as opposed to just slot which other tool could not get into,..... expected behavior.
But there is another problem, second operation does not complete the cut to same depth as shown in screenshot.
Now I changed axis orientation in setup, I like to define X and Z or X and Y axis to be in reference to specific features on model.
I checked that both operations have same value in "stock to leave", also changed heights in second operation and depth of passes.
After that I got full tool path for slot, so your original file acts as expected in regards to rest machining but fails to produce accurate results for unexplained reason.
It seems that it takes careful targeting of settings to get desired result and that is not good, too delicate dependency on many settings with no clue as to which one causes failure when it occurs.
As for Fusion freezing on all 3 of your computers, it may have something to do with interference with other software and/or shared files you are running on all 3 computers, if that's the case good luck figuring that one out.
