In 2023 and 2024 versions

When I have a drawing open various actions make Autocad try to load a Fabrication database when I have no need for it and haven't asked it too. Is it a bug or is there a way to stop it.

For example I am in a DWG and I go to the tool palette and select a block to insert certain blocks will try to open the Fabrication DB.

I've tried to create a viedo to show it but not sure if it will work.
