Let me make sure I'm understanding you correctly.  You at one point had a configuration loaded into a Revit file.  You now want to load a new one but it wont let you as it thinks one is loaded already?  If this is the case you need to make sure there is no fabrication items place in your revit file.  Once that is complete unload the services from the old configuration.  Now select your new configuration and add the services.
