As far as the DIMBREAK command being improved to also affect CADmep Tags, this is not in the pipeline for improvements at this time, but I do see the value in your request.
I think your request would be a great suggestion for the Ideas page for Fabrication CADmep, if you post your idea and send me the link I can vote up your idea.
Per your Manual vs. Auto part of your question, my experts were not able to locate any other ways to complete this. They do not see a way to make the DIMBREAK command default to one of its options, at this time it always requires that input, and they are not aware of another variable that would change it.
I also think this would be a good product feedback suggestion for Autodesk if you would like to fill out the form per this article.
