In regards to my reply "Im having the same problem using CADmep 2019. I've tried right clicking going to CADmep, and then selecting Printer Setup and selecting the PDF plotter I want to use (Bluebeam) and then try printing a report. Sadly it does create a PDF. Any suggestions to why this does not work??"  

It does work now . Not sure why but the PDF creator/save dialog box pops up behind the AutoCAD program I had open. So it looked like it did nothing but in reality it was just hidden under a few programs.  Hope that helps to fix your problem.
