When I right click on the pipe button for this service and select 'edit', this is what I get...

What I'm not understanding, is that it's exactly the same as the button properties as the one in soil and waste drainage....and that one works fine with all components coming in on the correct layer.  I must be missing something somewhere.....

Incidentally, I've just rebooted autocad and no change.
