Check to see if your drawn objects aren't losing their Service somehow, then the service layer definitions wouldn't be applied.
You may just need to reboot AutoCAD.
The service type on each object must 100% match something in your Services/ServiceTypes list. Fabrication applies layers based on the service type of each object. It is how valves can be on a valve layer and hangers can go on a hanger layer. So, if the root definition (ITM) of your objects don't have a Service Type that matches your specified layer definitions, then it doesn't know what to put the object on and reverts to the default CADType layers in my previous screenshot.
So... Also verify that your drawn objects aren't somehow losing their service types...
