I finally got around to rolling out the SP1 update and I think I see your problem. The CPYDLSEL command is definitively acting differently, but not fundamentally. From what I can tell they simply broke the AutoCAD Jig (temporary objects for visual representation) they used to dynamically produce while doing the copy.
I don't think it is actually using 0,0,0 as a basepoint, but you can't see the dynamic representation of the copy you previously did. As far as I can tell the copy basepoint is still based on the order of your selection and the flow of the design line as always.
This is a bug and they need to fix it, contact customer support.
