I have recently updated to 2017 and have discovered that the holes are not being placed as I add a tap to the duct. It works when I revert back to 2015. Has anyone got a fix to this?

Check to see if you are the latest service pack, they recently did work on automatic hole cuts. So, either they just fixed it or just screwed it up....

Well, it looks like the direct links to the service pack is gone since they switched to the "update" packs.
You will need the Autodesk Desktop App Updater. Note that you may have to reboot and then right click the icon in the task bar to update the actual updater client before it will show you the latest CADmep udpates.
