Inventor part files hold the key to this question.

Open a part file, go to Tools \ Document Settings \ Bill of Materials \ Base Quantity

Here you set the quantity to a parameter value and it can sum up a length with other like parts.  (example look at structural steel (I-beam, channel, tube steel, angle) parts from the content center, it uses 'G_L').

Once you have that setup, it is a matter of using the correct quantity field in the table, there are actually 2.

"Item QTY", will always give a total count based on part number.

"QTY", will give count based on settings from part (as selected above), it could be 'each' to be same as Item QTY or set to parameter such as G_L to sum up length.
