you need it before the first save of the component, correct?
Do you have files filled in with the Part Number and the description already before, because this is of course relevant for filling in the file name.
With the post-events in the Inventor Part environment you can than via on populate metadata the file name filled in and generated.
If you do it after save and use in assemblies you need to do a rename which is more complex.
Let me know how things are configured and what your real needs and goals are.
