unable to edit ( or view) import parameters on data

I am trying to test importing a georeferecne image and the import parameters randomly disappear before i can input either scaling information or georeference information

Unfortunately we do not support georeferencing of images, so that's why the input fields disappear. It's a bug that they're shown while loading before they disappear.

Scaling works differently for images. You can't input scaling information in the import modal, you have to scale it after placing it in the proposal by double clicking on it in the scene.
