Reputation versus reward of users - System to recognize the knowledge and reputation

As a user of this community I can reward other users and their answers. If I do this my own reputation points are reduced in the amount I reward the good answer. That is OK. But then is the reputation of a user not a measuring unit how experienced the user is. I think we need another system to identify the reputation and knowledge of the users.

While you can give people reputation by rewarding them with your own reputation points, it is the least common way of earning reputation.

Most reputation is awarded in these ways:

  1. Getting the accepted answer to another user's question. This awards 20 reputation points to the user who answered the question. No reputation is removed from any other user.
  2. Receiving an up vote or like. Whenever another user up votes one of your answers or questions or likes one of your comments you receive a few reputation points. Again, no reputation is removed from any other user.
