Workspace copying dashboard?

Why does a workspace save a copy of dashboards instead of pointing to the dashboards under Tools/Dashboards? This seems confusing, as updates on dashboards are not transferred to a previously saved workspace? Would not be simpler having a pointer from the workspace to the dashboard under Tools/Dashboards?
