Why isn't patient going from triage to Waiting Room when exam rooms are full?

In the Acquire Exam Table activity of this model, I am unable to get the patient to go to the waiting room when all exam tables for the provider are occupied. I know I am overlooking something but I cannot see it. What am I doing wrong?

Turns out it was a simple problem. You were sending the tokens to destination 1 (Escort to Table) when the OnWaitTimerFired. That means that whether the tables were occupied or not the patients would be sent to "Escort to Table" instead of to the waiting room. Changing that to destination 2 (Acquire WR) should fix the problem.
