Why can Pillars not be dropped on a plane?

I do not exactly know, if this happens on purpose due to the fact, that pillars are drawsurrogates of a wall object, but if you try to create them on a plane object, they are still on model level.

You can select and move them into the plane, but direct dropping on a plane object seems to be impossible. Is that by design?

That's just the way the walls object was designed. It's a single object at the model level and all pillar objects are stored inside its drawsurrogate node. If you try to move some pillars into a plane it just moves the whole Walls object into the plane.
