Sorry for the trouble with the in-app upgrade. There can sometimes be issues downloading through the software that generally don't apply when you download directly through a web browser, such as firewall rules or proxy settings.
Yes, any user, licensed or guest, can download the latest version of FlexSim from their online account at https://account.flexsim.com.
After logging in to your online FlexSim account, visit the downloads page and find the latest version of FlexSim right at the top of the page, as well as the latest LTS version.
If your account is licensed, you also have access to older versions of the software, and the latest beta version (if applicable) under the "More Versions" button.
