Set up time when an item changes from 1 to 2 but is 0 for 3

So I have 3 types of item (1,2,3) that is fed into a processor. I would like to execute the set-up time when the incoming item for the processor changes from 1 to 2, and vice versa (2 back to 1). To add to this complexity, item 3 is sparsely distributed and does not need set-up time at all.

Anyone have an idea how to solve this without process flow?

Attached is a sample model that I believe does what you are describing. Take a look at the model and see if something like this would work for you. If not, please explain in more detail what needs to be changed.

I modified a small amount of code in the Setup Time code area. That was pretty much all I did. Would this work for you?
