This error is often related to the format of the Traffic Mode table cells changing/getting corrupted in some way. It can potentially be solved by adding another row to the table and then deleting it again, which also rereads the other rows.
In your case there then was another problem where forklifts would not continue to travel after the path became available. Replacing the traffic control object with a new one seems to have fixed this.
