Will your list contain a group of activities that a certain operator can perform? Or will the list contain a group of operators that can perform a certain activity?
If your are looking to have a group of operators that can perform certain tasks, I would simply use Groups and then Acquire Resource activities in Process Flow that will acquire operators from the designated Groups.
