how do I set up Min and max quantities in a queue, if a I want to simulate daily consumption of a specific part number and track it on a daily basis?

Have you tried using a scheduled source and using lists in process flow? Do you have a specific model built that you could upload?

A queue has only one parameter of this kind! You can set the maximum capacity. If you need a minimum content to be available to release you have to create the items by a source or a command. A queue object isn't responsible for the consumption of any item. You can only get the output statistic of the object.
