You probably are already aware of the various Troubleshooting suggestions in the final section of the License Server Installation Instructions. Did you perform the various connectivity tests besides the ping test? For instance:
- telnet allows you to connect to the actual lmadmin port. Is it able to connect to your license server from a client PC?
- did you disable firewalls for a quick connectivity test?
- did you disable antivirus for a quick connectivity test?
Also, have you looked at the vendor daemon logs? The License Server Installation Instructions show how to access the vendor daemon logs for both lmadmin and lmtools within the Troubleshooting section Server configuration or license issues, point Seats all in use.
One of the things you may see in the vendor daemon logs is features being activated, but then immediately returned. This is a symptom of having an older version of the FlexNet Licensing Service. You need to make sure that the FlexNet Licensing Service is up to date. See the section Up-to-date licensing service in this previous answer:
