How to fix task executor's capacity to a fixed number?

I am looking for a way, where the capacity (ex. number of boxes moved from one queue to another) of a task executor is fixed. Right now, if I fixed capacity in properties to 10, the task executor picks any number between 1 and 10.

You could create a process flow to pull 10 items off a list and then issue the task sequence.
