Typically with AGV networks, each control point is "acquired" and "released" by the agv, ensuring only 1 AGV is on any single point at a time. It's possible that there aren't enough control points the 17th AGV to acquire, that hasn't already been acquired by other AGVs.
Could this be the problem?
