I hade the same issue.
For some reason I cant get the blendshape to animate inside of FBX Review.
I baked the simulation and had blendshape selected when exporting the fbx file from maya 2014.

FBX Review currently does not support blendshapes rendering. This is a feature set for a future release. Thanks for your interest!
I'm also interested in this feature. It will be great advantage for previewing face expression animation.
We did start to put the code in place to display blend shapes, but didn't have time to finish it so that it properly runs on all platforms with good performance. Hopefully I get some time to finish that feature, perhaps during summer time.

Wow I've been troubleshooting this issue for hours, days, weeks only to just discover this forum in the recesses of the internet. Low and behold, it is indeed, still, a limitation of FBX Review and not the FBX format. Upon importing the FBX back into Maya, the blendshape animations work even with a skinned skeleton animation. Please update FBX Review to accurately depict our FBX exports! I've been having clients use this software as well but probably need a new solution. Thanks for your efforts.
So sad Autodesk can't release such a key feature (and not that complicated to support) 5 years after it was requested. Sad.
