won't snap to overlay

I input a pdf overlay to ESTmep and it won't snap to any lines on it.

Not sure if I can help, is your pdfosnap setting set to 1? Also I've noticed that if the pdf was not truly created from a cad program and was scanned in which loses the Vector capability it won't snap. 😞
