Hello, I am trying to create a stub end which has a lap flange that floats on the stub end. Can someone please guide me how do this

Although the following is based on a different software package, the concept/procedure should be much the same. The component names are in black while the end connections are in red. The blue arrow shows that the flange associated with the lap joint stub has a connection rule to the backside of the lap joint stub. For this software, the lap joint flange is added after the stub has been placed into the model.
Each end connection need to match an available rule in the current specification before the connection between components is allowed.
