Colour By or Color By - Legend or Pallet needs to be removable from 3-D Viewer

The Colour By Legend shows up by default on the 3-D viewer in ESTmep.  We need to have a way to turn this off, or remove it from view.  

If one has a large model, with a number of services, this Legend can take up 1/4 of the screen!

Note:  This was fixed with Fabrication ESTmep 2019.1  There is now a way to minimize the legend!
