Can you share a screenshot of the error message you seeing? I'm not quite sure what you mean by 'locked out' so I want to make sure everyone is on the same page and any recommended solutions are relevant.

Thank you for letting the Community know that everything is sorted.
For the benefit of the wider Community, the resolution required support to intervene as '..the maximum number of verification attempts reached and we were unable to confirm your eligibility...' is an account-based issue. I'll mark this post as the solution so future Community members know they can contact our support team to get this resolved.

I am having the same issue and could not get help. I was wondering if there is any way to resolve the student renewal access when it says the account has been locked.
