Some attributes for components show up in schematic but are not in the list of attributes under part info

I'm working with some legacy library components, and one of the issues I'm running into is that the "VALUE" attribute is present and editable on some parts and not on others.
For example, I have a resistor component that if I use the "info" command, the properties window has a field for VALUE that I can edit. But some other parts, (for example, a capacitor) there is no VALUE field in the Properties window.
There is a value shown on the schematic for the capacitor in question, but I cannot edit it and it doesn't show up in attributes or in properties. I can change the visibility of it with the info command if I click directly on the attribute in the schematic, but if I hide it there's no way that I can see to get it back. I also am not permitted to edit the value.
Can anyone explain how to fix this? I use the VALUE attribute in BOMs, so it would be helpful to be able to change the value. I would prefer to not have to go back and replace all the passive components with new symbols at this point.
