Need to make a footprint... but I don't think I can...

I need to make a footprint for this circulator, but it looks impossible.  I've even tried creating a DXF file with the ground plane I need, but when I import said DXF into Eagle it converts to an outline.  I haven't tried doing the same with Fusion because the Fusion library editor looks far less mature than Eagle's.

How do I make a footprint like this?  (see attachment)

Hi @robLBYMJ ,

I hope you're doing well. So it's not impossible but it will be difficult.  For something like this you will want to use the Arrange command to arrange the vias in the configurations you are seeing. Drill line array might be able to help as well. The Fusion library editor has everything the EAGLE lib editor has plus can leverage some of the new functionality within Fusion, so I would consider it.

Fusion has a command that can turn outlines into polygons so that may also help you. If the manufacturer provides the footprint in some format we may be able to convert it.

Let me know if there's anything else I can do for you.

Thank you Jorge, you're awesome.   I used the pattern tool for the vias (over and over)  but what was missing was how to turn a DXF into a polygon.   I found that, and was able to make the footprint to my satisfaction.
