Think about the manufacturing process - what you need is not a "hole" (which is drilled and therefore is always circular) but a milled cut-out. This is an area where things are not as clear-cut as you'd hope, so check what your board house needs. The common options are to draw the outline in the MILLING layer (and add that to the Gerber generation list) or to draw it in the DIMENSION (a.k.a. outline) layer. Things get more complex if you need it plated but yours looks like a simple cut-out where one of the above options will usually work.
Yes, I need a hole that is not covered with anything. Also, please tell me how to display this hole in 3D.

I hope you're doing well. Try drawing that outline on the dimension layer in the component. That might create the cutout for you.

Im not sure if the package generator 3d view will detect it but as @one-of-the-robs mentioned it should probably be on the milling layer. Then when you preview the board in the manufacturing layer you can see the hole is there. Make sure you add "milling" layer to your CAM and have "detect board outline" turned on in user preferences, then in the manufacturing tap you can get an good preview. I tried to make a very crude approximation to your part to test it. There are probably other ways to make it work too but for myself i usually put any odd cutouts on the milling layer then make sure the cam is setup to export that layer in the appropriate gerber file.
