What DRC settings have you set up? Have you either manually set or loaded a .dru file to set up the capabilities to match what your board manufacturer can build?

I used the package of cypress as it is in eagle I do not make any regulation manually I do not understand the type of this error
Clerence that means distance between tracks never seen clerence between the pines

You are receiving a clearance error because with the default design rules the pad to pad clearance rule is too large for the distance between the pads in the Cypress part you are using.
You need to set up the design rules to match the capabilities of the board manufacturer. What PCB manufacturer are you using to create your boards? What are their minimum clearance rules? Do they supply EAGLE dru files for their capabilities.
