They are still there. It sounds like you've got the old default directories setup and it's created empty versions of these folders in the 9.1 install folder. The actual versions of all these in 9.1 is in the eagle 9.1 install folder in the examples/ulps/examples folder (yeah it's not obvious to me why they are now called examples....)
