I just upgraded to Eagle 8 and I'm testing out it's capability.
I had previously had a hobbyist license for Eagle 7 and below and I was able to DRC a 4 layer board.
I was testing out some of the features of Eagle 8 and it seems that the Standard version does not include the autorouter, and when I tried to DRC my board I got an error saying "the layer setup contains layer 3. Which is not available in the standard edition".
I chose standard because it said it was capable of creating 4 layer boards. Is it the case that Standard can make 4 layer boards, but you are unable to DRC them?!

So it seems the autorouter does work, but my board was apparently too big. Eagle Standard was described as having 160cm squared workable area, this board is 4inx4in.
I still need to know if you can do DRC for a 4 layer board, though.

I hope you're doing well. EAGLE standard can do a 4 layer DRC, the key is choosing the correct 4 layers. You can use layers 1,2,15, and 16. 3 is not allowed hence why EAGLE complained. The normal conventions is to work from the outside surfaces towards the center.
A 4in x 4in board fits within the 160cm^2 area limitation. Make sure that the board is placed in the positive X and Y axis only, any part of the board outline that goes into the negative axes will work against you, the autorouter won't go into that area.
